I don't really see how you value bet this river. He's not stacking off with 9x unless he's a complete fish (and it sounds like he's just a sorta-fish).
I'd check behind the river unless villain is just completely brain dead.
Your flop raise is okay but should probably be bigger. That size still allows you to get stacks in by the river, but there is a flush draw that he can have which you should be charging more to see the turn. I'd make it more like 40 cents total...
Turn bet size was perfect as played.
