The 99 is typically a flat from the early position raiser.

Even at higher stakes, it is debatable whether you should 3 bet a 99 from the blinds. It is marginal & it is especially problematic against earlier position raisers.

3 betting that is especially unprofitable at microstakes because people call all kinds of things so you don't get a lot of fold equity. Also, unless you have sick reads on the opponent, it will be tough to play good poker post flop.

Lastly, I do not remember the stack sizes but I am pretty sure that you were not getting odds to set mine, with that current raise. Having 3 bet already, I would say that it was right to fold there.

Of course, this is all versus an unknown opponent because I do not remember seeing anything in particular from the session that gave us insight into our opponent.
