| Villain bought in for a short stack and has been very loose and utterly passive for 40 hands or so. He has limped more than 1/3 of his hands and has never opened for a raise. Is it better to c-bet here, or would you sit back and try to tempt him to put some money in if he has an unimproved pair or maybe Ax (maybe he hits his kicker on the turn)?

I don't mind checking... I don't mind betting for value either... I'd go with a bet if you think he's a big enough station to call with A-rag/bottom pair/lower pocket pairs. In general that seems to be the case with these guys so I'd probably cbet for 1/2 to 1/3 pot more often than not.
