What Does EV graph tell you?

I don't understand what these lines mean. I've read that the blue line represents how much EV you have when you are all in. But what about pots when you aren't all in? What does it do then? If my actual $ won is above EV line, does that mean I've been sucking out? Thanks

It tells you that you've been sucking out in all-in pots, nothing more nothing less and certainly it's not important.
