PokerStars is the best for non-US players for sure. If you want fast software, reliable cashouts/deposits, and the best table selection; choose PokerStars. Their only downside is no rakeback, which is why I recommend Red Star Poker to some players because of their 36% rakeback deal.
However, there has been some big news on the US side of things. I have been personally playing at True Poker for more than a year now and they have been steadily growing and even had BlackChipPoker switch from the Merge Network over to True Poker's network.
Moreover, Bovada (also known as Bodog to non-US players) has just become the largest poker room with US players. This means the best table selection can be found there and they cater towards the casual fishy players. You can't use any sort of PokerTracker or HUD software while playing there because you won't see any usernames!
