fold KQ pre most of the time.
4bet or call AK but bet the turn about 100% of the time after the c/r.

Edit: Oh, or didn't you mean from his perspective?
If I had KQ and not K9o in this spot I'd call pre most of the time.
3bet AK like 80% of the time and call the other 20%.

No, I mean if you had AK. Interesting, why do you 3bet K9 pre but folding KQ?

And, if you have AK, I understand you would have just flatted that flop check-minraise, without shoving, right? Is it to keep his weaker hands in play?

xD In my first answer I understood your question like: "What would you do if you were him and had KQ, AK?"

2cond answer I answered "What would you do with AK, KQ pre?".

Ahhh, so I completly missunderstood your question sry
I wouldn't 3bet KQ pre most of the time and just flat ip, so it's pretty unlikely that I have KQ in this spot. Imo there is not a huge diffrence between KQ and K9 here, cause I think it's pretty unlikely that he does something like that /w KT-KQ.
And yes, I think, I would call his c/r /w AK on the flop and get it in on the turn to allow him to bluff.

There is a school of thought that prefers to 3 bet hands like K9 rather than suited connectors. I think part of their defense is that if the villain flats QQ or JJ, you flop the overpair. Also, being outkicked has the same odds as flopping a set. I am not saying that I agree with this viewpoint but that is their defense.

I also do not think that you can underestimate the skill of a 2/4 player. 2 PTBB winner at those stakes, I would think is still a respectable player. These guys can pretty much walk into the highest stakes live games that run regularly (5/10 & 10/20) and have more fundamental poker knowledge than the players at that table.

Once I've stumbled upon a thesis said "You should 3bet the top of your preflop folding range", I guess it was out of that school your talking about, Silverthunder
