His river bet is < 1/2, which is most of the time a value bet ... or maybe a good bluff ?! It can also be his usual betting pattern but this is read-dependent, so it's up to you to know that.
So, most of the time, he beats you and a small portion of the time he is bluffing. He give you good odds, but your hand isn't strong enough, anyway.
