Villain is 23/16/3.3 after 60 hands with 31% Ats. Do I just check/fold this turn here? Comments on preflop/flop/betsizing ?

I think it´s fine to reraise 99´s here. Villan seems kind of regular and his ats is over 30 so his range is pretty wide here.
I´d bet around 4 dollars on the flop, and then c/f turn.

The 3bet is fine, but it's too small. He's folding very little on this flop, so go ahead and make a larger bet with your overpair.

I b/f the turn because you've now got nothing but a bluff catcher and c/c is really really bad. Since the A hit and the flush completed he's likely to play straightforward.

I think if you are willing to 3-bet a potential steal attempt (is the button a weak player: he only has $10) preflop, you can also consider calling here and check-raising a friendly flop (which is what you got). I think the amount of money invested will be about the same, and it also has the "I have a set" line about it.

As played I am leading out on the flop for $3.5-$3.8 or so, and after the turn comes I am leading again (again 3/4 pot) . He may have an ace but its not the ace of spades and unless his other cards is a big spade then he may not like that card at all.

Ah, I like this line better. So we're looking for 1 street of value, and more likely someone calls with a flush draw on the turn versus someone looking to call a K, Q hi bluff on the river by us. The Ace on the turn and us betting out freezes people from trying to bluff on river when checked to also.

Bet/fold turn. Check/fold river. "He's likely to play straighforward." I see now. This turn bet polarizes our opponent's calling range into straight TP+ or a draw (with some TT,JJ,QQ with the flush draw thrown in).

But I think it's a marginal spot what with the Ace on the turn. A lot of hands you were getting value from might just fold on the turn or river anyway and just not bother. Just a real action killer situation.

3Bet needs to be larger. Something like $3.00. As played bet turn for about 2/3 pot. Fold to a raise. River just check/fold, but most of the time he'll check back his worse hands. Turn bet is for value, but also to not put us in a crappy spot of check/calling, etc.
