Default Overpair facing turn action

Villain is unknown. If calling I can expect also a river bet, and a possible scare card. Foolding seems to weak. Should I go all-in?

$25 No Limit Hold'em - 6 players

Hero (SB): $26.78
BB: $36.82
UTG: $13.68
MP: $34.91
CO: $27.25
BTN: $23.03

Pre Flop: ($0.35) Hero is SB with Q Q
1 fold, MP calls $0.25, 2 folds, Hero raises to $1, 1 fold, MP calls $0.75

Flop: ($2.25) 9 5 J (2 players)
Hero bets $1.75, MP raises to $3.50, Hero calls $1.75

Turn: ($9.25) 2 (2 players)
Hero checks, MP bets $8.79

I 3bet flop.

As played I shove against an unknown. He has Jx and draws a lot.

I'm definitely putting in a raise on top of his min raise, no doubt about it.

I've been seeing that retarded flop min raise a lot lately from open ended straight draws ... anyone else noticed this?

I see it with anything from nuts to air regularly. I'd estimate 35-50% of pokerstars micro players don't realize the bet slider has positions between min and all-in
