Is this an automatic play one way or the other? I've got a strong hand here, but at this limit a min raise then a min re raise screams AA or KK to me.

I'd make a crying call just based on stack sizes, but yeah, usually thats AA-QQ, weighted towards AA in these stakes.

The stack size could lead him to AK-A10 or TT though

A fold here is defenitely solid. Don't know if I would have done that with 5 seconds of thinking time like I have in a real game. But in fact, calling here puts us easily in trouble. A flop with overcards is not very funny to see. A flop with only undercards could lead us to pay his even better overpair. His stack size is just about what is needed to make a setmining profitable, but on the other hand, he is not always paying a set with his whole stack. Another option is of course to raise. But I'd do that only with AA or KK, or against a 20bb shortstack.

Fwiw, I always physically tremble to a 4bet, so yes I'd be afraid.

Since he's short, I'd probably just shove on him. JJ is a pretty good hand, and, really, it's just hard to give people credit. Do you have any history with him? Clearly, he's a min-betting, min-raising limper type, but does he have to have the nuts to raise? Does he ever bluff? I think you're absolutely right that two (!) min-raises signal a big hand, and so folding can't be bad. But I've seen these guys do so many crazy things that I think getting it in with the 4th nuts preflop is OK, too.

Thanks for the comments. I thought about shoving but ended up folding. The guy didn't stay at the table long, but any time he raised it was a min raise...I hate the min raise.

Even if he is doing that with QQ+ and AK only, we still have about 35% equity, so a shove is never --- EV... And since there is already some money in the pot and he is only halfstacked, I just ship it in here.

New player with short stack at the table do this very often with KJs type of hands. Seen this many times, they dont like to be "pushed around" or something.

This is true as well, but I see it more from the supershorts than the half stacks in general.
