Default two river raises

I'm posting these two hands together because even tho the situations are alot different both involve being raised on the river where their play doesn't make alot of sense. Call or fold?

Hand 1
Villain is a fish 38/14/1. I just keep barreling as my kicker gets better and I thought he could be calling down with a K or a gutshot. His river raise was unexpected. Do you like a call or fold?

Hero (BB) ($10.10)

Preflop: Hero is BB with A, 3
1 fold, MP bets $0.20, 1 fold, SB calls $0.15, Hero calls $0.10

Flop: ($0.60) K, 10, A (3 players)
SB checks, Hero bets $0.40, MP calls $0.40, 1 fold

Turn: ($1.40) 9 (2 players)
Hero bets $1, MP calls $1

River: ($3.40) 9 (2 players)
Hero bets $1.60, MP raises to $3.20, Hero ?

Hand2
Villain is a taggy 15/12/2 over 200 hands. I should have checked the river to induce a bluff from fd's but I had other hands going on and just didn't think about it right. Again, his raise is unexpected and I can't really put him on a hand that makes sense. His raise is kinda big tho. Call or fold?

Hand 1: I'm not a huge fan of the preflop call. He opens only 14%... take a look into pokerstove and see how A3s does against the top 14% (he has many, many Ax hands, that dominate you) AND you are oop. Even if he's a donk, I think folding is the best play here pre.
Donk-lead is ookayish.
I think, I would check/f the turn. His AF is 1 so we shouldn't be semi-bluffing KQ, KJ or so. If he does not bet the turn I bet/fold the river.
As played the river rly sucks. 8.2$ in the pot, 1.6$ to call... we have to be good 16.3% of the time.

So fold I guess... unless you think, that he is raising another range here. Since his AF is 1 I rly don't expect a minraise-bluff on the river, after we showed SO much strength.

Hand 2: Hm, kind of hard to put him on a hand here. Maybe some slowplayed hands, 54, As3s... and maybe, maybe some bluffs. I haven't caught many ppl raise bluffing the river... so without reads I usually fold.
12.6$ in the pot, 4$ to call... we need 24% equity. So a break-even range would look like that: AhAs,22,AKs,AsTs,As9s,As8s,As3s,54s (1 slowplayed AA, 4 slowplayed AK, 3 slowplayed 22, 54s and As3s for value; 3 missed flushdraws bluff).
So if you think, that his range looks like that... you can call. I believe, that he's about never bluff raising the river here and fold.

Hand 1-Fold fish are never bluff raising the river not ones with an agg factor of 1 anyways.

Hand 2-Id call villian aint reppin much and there's missed draws if he has you beat write a note on him and move on.

But it's a min raise. I like calling and then try to keep the pot relatively small by leading off by mostly check leading each street.

1 - Why did you donk the flop? The river's a fold.

2 - You have to call this because you made a raise-inducing river bet size. I would just bet/fold a normal amount on the river (c/c, like you suggest, isn't bad either).
