I like checking the flop and seeing what he does.

I also like the line you took, c-bet and give up if called, but a bigger c-bet around $4.75. I would not 2barrel this player with 99-QQ because he's never folding any K and he's so short.

Good fold on the river.

Well, obviously I would bet 99 for value and not as a bluff. QQ and 99 are a bit different here imo, not sure how much.

Also, I don't like checking this flop. It is multiway and I am very likely giving up as many as 12 outs. I do like a larger cbet since I won't be betting future streets.

I think your cbet on this flop vs that guy is ok, but I like checking behind more and then betting turn and river on low cards so you get him to call or bluff with a much wider range.
EDIT: woops didnt see it was 3way, yeah then cbetting 99 is better than checking.

As played, turn is fine check. Sure you can get value from 8x and some PPs, but he will have you beat more often than he will call with the hands you beat.

with QQ I would go check/bet/bet on this dry board because I am only scared of an ace and I he will have nothing a lot of the time so I want to give him a chance to bluff on turn and at same time control the size of the pot for the times he has a K or better.
If he checks turn I would bet it (assuming it is not an ace) and if he calls then, I would bet T or lower river and proooobably just check behind J+ rivers because these fish look at their hand in absolute value and not relative value.
