Yuck. The only thing that I would do differently here is PF. Being OOP, I'm popping this up to $1.50. Other than that, not much difference.

I would shut down on the turn. He seems like a station, limping UTG, and he could have KQ,QJ,QT, even Q9s.

i agree with what you are saying mxrider, but i dont think that poping it up to $1.50 will make a difference here. i would get the same result as there type of players are just gambling.
i sometimes pop the bet up a little more if i am playing against more compitent players who i dont want to give good odds to.

K-OFF, why would you shut down on the turn, there are so many hands that i still beat here that he is going to have to fold on the turn, and plus he showed weakness on the flop by just calling. i think giving this one more stab would get him to fold out alot of hands that he is just floating with and trying to hit something on the turn.

well i just feel that he´s not gonna raise a queen on the flop cause he´s so passive and i´m oop, so i would pick another spot.

The result of this specific hand doesn't matter. If this guy is going to call a larger PFR with his entire range then why would you raise less? Your just missing out on value. It also makes it tougher for him to float you because he'll be facing larger bets and will be committed faster.
