Default Flopped set, river gives 4 flush board

Villian has been playing a loose passive style so far running 24/6/1.3 over ~75 hands

What do we do on the river?

Button ($24.80)
SB ($51.35)
BB ($26.15)
Hero ($26.25)
MP ($25.90)
CO ($23.10)

Preflop: Hero is UTG with 7, 7.
Hero raises to $0.85, 2 folds, Button calls $0.85, 2 folds.

Flop: ($2.05) 7, 4, J (2 players)
Hero bets $1.75, Button calls $1.75.

Turn: ($5.55) A (2 players)
Hero bets $4.5, Button calls $4.50.

River: ($14.55) 5 (2 players)

Villain seems so passive that I think a blocking bet is probably best here. If he raises it's obvious he has a strong flush. He seems bad enough that he could very well call a small bet with two pair or w/e so I do like a bet for value. About the same bet as you made on the turn would be fine on the river imo.... otherwise check/fold.

Good line, that I would take, too, I think. But if he is really passiv I think, I just try to check it down, cause he will only bet the nuts and there are not so many worse hands, that call us here.

The flush and flush draw are of course in his range. So, blocking bet or check / fold on the river.
