Depends on board structure and action. If the board is 222 and the preflop raiser checks, he could have about anything.
But a c/c and a turn donk + a big bet on the river on a AKK board is likely the nuts. So I play my hand fast here, cause most people expect you to Cbet on that board...
So on this board I agree 100% with your statement
