I think you have 2 options on the river.

Bet 1/2 pot fold to a shove since he's never shoving worse.
Shove yourself for value.

These might seem odd that you can shove for value, but also fold to a shove from him, but his range changes greatly between those 2 options. The more you think he likes to make big call downs or play an 8 faster, I would shove. He will actually call with a lot worse than you imagine.

Anyway, I see no reason not to valuebet this river. Something like 1/2 to 2/3 pot.
If he raises your river bet though he has a boat every time, but there are quite a few worse hands in his range that will call here. Any 4, any PP that is not a set and possibly even A high - stations can make some incredible hero calls.

Edit: Shoving for value? Sounds interesting, but doesn't that fold out a ton of his range ? I mean, even stations have their limits, right? I don't think he would call with anything worse than an overpair facing a shove and that's only 3 hands. Care to comment on this Trikkur?

Villain started the hand short and only has around a PSB left. If you bet 1/2 pot and he shoves over, you'll be getting 5:1 on a call--I couldn't fold there. Just shove.

Even getting 5:1 it's still a fold if he shoves to our 1/2 pot bet on river. It's still 28%ish of a full stack and it's never with a worst hand. People lose a lot of money in these spots by calling when they are good 0% of the time. Though just shoving for value is what I would lean towards here.

Meh, it may not quite be +ev, but I don't think it's terrible. You only have to be good 16% of the time, and lots of people think that any ace is the nuts on a double-paired board.

Yes, but they aren't shoving an Ace is the difference. They may call with a naked ace, but if he shoves on the river his range is greatly different than his calling range. It pretty much goes to 98%+ boats and probably only top boats.
