The reason is that it is technically illegal for anyone to offer online poker to Australian residents. Note that it is NOT illegal for the player, only for the site. Overseas-based poker rooms like Stars and Full Tilt don't care because they're outside the jurisdication and there's basically no way for the Australian government to enforce the current law against them, even if it was minded to try. It could however, do something else about "the problem", like internet filtering ... 
Anyway, Betfair and Centrebet have Australian gaming licences which would presumably be threatened if they allowed Australians to play poker on their sites, and Merge is based out of Brisbane which is why you can't play there either.
Circus Poker I have no idea. All I know is that I tried to sign up there a few weeks ago and they wouldn't let me because I am Australian.
