From my experience, I would say it depends on the poker network. On most networks razz usually has very low player numbers, the solid regs tend to go to the larger sites like pokerstars, so on the quieter sites the players are usually terrible.
Overall however, combining the popularity of omaha pl compared to razz, tabling selection in this poker form wins the debate, because you are always able to find weak players on almost any network provided that you table select well. Razz is definitely less swingy then omaha also as you can nit up fairly well and still get donks chasing too many draws.
